The Office of the Planning Regulator (OPR) is an independent public body, established in April 2019 to oversee the planning system in Ireland. The OPR carries out three core functions: 1. Independent assessment of all local authority forward planning, including development plans and local area plans; 2. Examination of the systems and procedures used by any planning authority, including An Bord Pleanála, in the performance of any of their planning functions. This includes investigation of complaints made by the public about the systems and procedures behind local authorities’ overall planning functions; and 3. Delivery of national research, training, education and public information programmes which promote the benefit of good planning
